The folders are named by following rules:

Fb - fibroblasts
Lv - Liver
H - homo
M - Mus musculus
G - Gallus gallus
C - Canis familiaris
R - Macaca mulatta (Rhesus)

Thus "FbHM" means the folder contains comparison of human and mouse fibroblasts.  

The files (track and hic) names include the folder name and cell type name:
IMR90 - human IMR90 fibs
MKEF - mouse kidney embryonic fib
CEF - chicken embryonic fibs

LiverHum - human liver cell
LiverMus - Mouse liver cell
LiverCan - Dog (Canis) liver cell
LiverMac - Rhesus (Macaca) liver cell

hic-file names include:
folder name
cell type name 
statistic type - equ (equalized) or prc (percentile)
bin size (e.g. 50kb)
%N threshold (e.g. 33N)
% by coverage threshold (e.g. 1C)
max distance in Mb (e.g. 5Mb)
model of liftoverinf (e.g. balanced)
